Kepala Badan Pangan Nasional (Bapanas) Arief Prasetyo Adi berencana mengajukan agar program bantuan pangan berupa beras 10 kg dilanjutkan ke tahun 2025 nanti. Program bantuan pangan berupa 10 kg beras ini diluncurkan Presiden Joko Widodo (Jokowi) pada April tahun 2023 lalu, menyasar sekitar 22 juta keluarga penerima manfaat (KPM).
Program.ini bertujuan meredam lonjakan harga beras yang terus berlanjut sejak akhir tahun 2022. Pemerintah kemudian menyasar keluarga berpendapatan rendah yang kesulitan akibat lonjakan harga beras.
Lalu bagaimana kelanjutan program bantuan beras 10 kg di era Presiden Prabowo Subianto? Mengingat, pemerintah akan mulai mencairkan sederet bantuan sosial (bansos) terakhir untuk tahun 2024 ini, termasuk bantuan beras 10 kg.
“Dari itu, nanti tahun 2025 kita usulkan karena masih sangat dibutuhkan bantuan pangan beras. Nanti bulan Januari-Februari kita sedang minta dianggarkan kembali. Misalnya ada perubahan data PBP pun kita akan ikuti, tentunya melalui koordinasi dengan Kemenko Pangan,” kata Arief dalam keterangan tertulis, dikutip Senin (18/11/2024).
Dia menjabarkan, kualitas program bantuan pangan beras tahun 2024 yang dilaksanakan oleh Perum Bulog sesuai penugasan pemerintah melalui Badan Pangan Nasional/National Food Agency (NFA) terus ditingkatkan. Dengan begitu, program bantuan beras kian efektif, masif, dan produktif dalam memberikan dampak positif bagi Penerima Bantuan Pangan (PBP).
Menurut Arief, implikasi bantuan beras turut mendukung pengendalian inflasi secara nasional dan aspek lainnya. Karena mampu menyentuh langsung ke masyarakat berpendapatan rendah.
“Bantuan pangan beras ini bukan hanya sekedar bantuan, tetapi ini merupakan intervensi pemerintah dalam menjaga inflasi dan juga terkait dengan daya beli. Inflasi kita secara tahunan membaik di 1,71 persen,” sebut Arief saat berikan arahan dalam ‘Pertemuan Evaluasi Bantuan Pangan Beras Tahun 2024’ di Bandung, Jawa Barat.
Menurutnya, dengan target inflasi nasional di kisaran angka 2,5 persen plus minus 1, ia optimis inflasi pangan juga dapat terkendali.
“Inflasi volatile food di 0,89 persen, ini angka yang baik. Oleh karena itu, saya mau mengucapkan terima kasih atas praktik baik program ini dan kita akan tutup tahun 2024 ini dengan bantuan pangan di bulan Desember,” tambahnya.
“BOS juga mencatat program ini memiliki andil yang memengaruhi penurunan tingkat kemiskinan selama periode Maret 2023 sampai Maret 2024. Dengan sokongan beras pemerintah sejumlah 10 kilogram (kg) ke masing-masing PBP tiap bulannya, mampu menjadi penyangga ekonomi masyarakat miskin” ujarnya.
Dia menjelaskan. Penyediaan berupa beras 10 kg berkualitas baik per bulannya yang dikelola oleh Bulog dapat membantu sepertiga konsumsi beras suatu keluarga miskin.
“Menurut BPS, pada Maret 2024, rerata rumah tangga miskin di Indonesia memiliki 4,78 orang. Sementara rerata konsumsi beras per kapita dalam sebulan di tahun 2024 adalah 6,50 kg,”kata Arief.
“Dengan kata lain, rumah tangga miskin dalam sebulan setidaknya membutuhkan beras 31,07 kg. Dengan adanya sokongan beras dari bantuan pangan sejumlah 10 kg beras, maka sepertiga kebutuhan beras dalam sebulan telah terpenuhi, ” imbuh dia.
Arief menuturkan, program bantuan pangan beras 2 tahun terakhir ini adalah yang paling masif. an sesuai dengan apa yang direncanakan bersama-sama.
“Bulog pun mungkin merasakan 2 tahun ini yang paling menantang ya. Untuk itu, evaluasi ini akan menjadi bahan masukan konstruktif bagi kita semua dan tentunya ke depan, akan semakin baik lagi,” ujarnya.
Dia pun mengapresiasi perusahaan transporter karena telah mampu menjangkau ke pelosok negeri demi mensukseskan program bantuan beras ini.
“Kita kalau tak ada transporter juga sulit dan tolong untuk distribusi ke Papua, agar diperhatikan. Ini karena negara harus hadir untuk saudara-saudara kita di Papua. Mereka di sana juga harus mendapatkan, diberikan, dan disampaikan,” ucap Arief.
“Saya ingin sampaikan kepada bapak ibu semua bahwa kita mengerjakan ini juga merupakan suatu ibadah. Visi swasembada pangan dari Bapak Prabowo memang challenging dan tujuannya mulia sekali, agar Indonesia bisa memenuhi kebutuhan pangannya secara berdikari dari hasil keringat petani dalam negeri,” pungkasnya.
